Overall U.S. unemployment is 9.1 percent. For white adults, it's 8 percent, and for white teens, 23 percent. Black adult unemployment stands at 17 percent, and for black teens, it's 40 percent, more than 50 percent in some cities, for example, Washington.

Chapter 3 of "Race and Economics," my most recent book, starts out, "Some might find it puzzling that during times of gross racial discrimination, black unemployment was lower and blacks were more active in the labor force than they are today." Up until the late 1950s, the labor force participation rate of black teens and adults was equal to or greater than their white counterparts. In fact, in 1910, 71 percent of black males older than 9 were employed, compared with 51 percent for whites. As early as 1890, the duration of unemployment among blacks was shorter than it was among whites, whereas today unemployment is both higher and longer-lasting among blacks than among whites.

How might one explain yesteryear's lower black unemployment and greater labor force participation? The usual academic, civil rights or media racial discrimination explanation for black/white socio-economic differences just wouldn't hold up. I can't imagine even the most harebrained professor, civil rights leader or media "expert" arguing that there was less discrimination a century ago and that explains why there was greater black labor market participation. Racial discrimination or low skills can explain low wages but not unemployment.

During the 1930s, there were a number of federal government interventions that changed the black employment picture. The first was the Davis-Bacon Act of 1931, which mandated minimum wages on federally financed or assisted construction projects. During the bill's legislative debate, the racial objectives were clear. Rep. John Cochran, D-Mo., said he had "received numerous complaints ... about Southern contractors employing low-paid colored mechanics getting work and bringing the employees from the South." Rep. Clayton Allgood, D-Ala., complained: "Reference has been made to a contractor from Alabama who went to New York with bootleg labor. ... That contractor has cheap colored labor that he transports, and he puts them in cabins, and it is labor of that sort that is in competition with white labor throughout the country." Rep. William Upshaw, D-Ga., spoke of the "superabundance or large aggregation of Negro labor." American Federation of Labor President William Green said, "Colored labor is being sought to demoralize wage rates." For decades after Davis-Bacon enactment, black workers on federally financed or assisted construction projects virtually disappeared. The Davis-Bacon Act is still on the books, and tragically today's black congressmen, doing the bidding of their labor union allies, vote against any effort to modify or eliminate its restrictions.

The National Industrial Recovery Act of 1933 and the Fair Labor Standards Act of 1938 broadened the number of workers covered by minimum wages, with negative consequences for black employment across a much wider range of industries. Good intentions motivate most Americans in their support for minimum wage laws, but for compassionate public policy, one should examine the laws' effect. That's seen by putting oneself in the place of an employer and asking, "If I must pay $7.25 an hour to no matter whom I hire, does it pay me to hire a worker who's so unfortunate as to have skills that enable him to produce, say, only $4 worth of value an hour?" Most employers would view hiring such a worker as a losing economic proposition; therefore, a minimum wage law discriminates against low-skilled workers by reducing employment opportunity.

Being unemployed has significant negative social consequences, one of them noted in the 1960s by Sen. Daniel Patrick Moynihan, who raised the alarm about the link between joblessness and the decline of the black family, saying that men without work become less attractive as marriage partners. Between 1890 and 1940, a slightly higher percentage of black adults had married than white adults. Today black marriage rates have fallen precipitously, where 72 percent of black children are born to unwed mothers.

Six states and the District of Columbia have legalized gay marriage. Most so-called liberals are happy about that. Most conservatives are not. As a libertarian, I think all consenting adults who want to commit to a life partner ought to be treated the same way.

To air this issue on my Fox Business show, I invited Brian Brown of the National Organization for Marriage and David Harsanyi, libertarian columnist at The Blaze.

Brown says gay marriage threatens marriage between a man and a woman. I asked him to explain.

"Marriage is a public good," he said. "When you redefine marriage, you redefine it for everyone. In states that have redefined marriage, we've seen serious consequences, ranging from what is taught in schools -- kids in first grade in Massachusetts are taught that it's the same thing to grow up and marry a boy or a girl -- to what happens to religious organizations or organizations that just believe marriage is the union of a man and a woman. … You see Catholic Charities' adoption agency essentially being forced out of being able to adopt kids because the state said it is discriminating."

Whoa. Those are three separate points. I don't see a problem with the first: If they redefine marriage to include gays, that doesn't diminish my marriage. And if kids are taught that gay marriage is OK, so what?

"They're being told that their parents' views are essentially bigotry," said Brown.

It's another reason we should have school choice.

On his third point, if a state tells Catholic Charities they may not honor their beliefs and limit adoptions to straight couples, that's a problem of Big Government, not gay marriage.

Harsanyi says he has a way around the whole fight.

"It is a mistake to allow government to define what marriage should be, gay or not. It should get out of the business of defining marriage at all and let people engage in … a private relationship."

OK by me. Who needs the government's sanction anyway?

"When you're getting married, you are not thinking, 'Wow, the government has endorsed this relationship.' That is not very romantic."

I pointed out that marriage involves many legal issues, including alimony, child support, hospital visitation rights, inheritance and adoption.

"Within five minutes of my idea coming to fruition, a whole industry would be formed with prefab legal documents that would just allow you to have the sort of relationship you want with the parameters you want legally," Harsanyi said.

You'd work it out as a private contract. Some hospitals would say we allow same-sex couples; others would say no.

"More than that, I would say in the contract that my spouse is allowed to visit me in the hospital."

Brown was unconvinced.

"The state's interest in marriage is that this is the institution by which we create stable families where the kids can be connected to both their mother and their father. … In states that have gone this direction, we see things like attempts to recognize three parents, because there is a biological father and two mothers."

Again, so what? I don't care if there are three fathers and six mothers. If it's a stable relationship and the kids are connected with their parents, that's great.

"Deconstructing marriage is a very bad idea," said Brown. "We see the rising rates of divorce and unwed motherhood. There is a direct correlation. If you look at any social indicators -- children raised without mothers and fathers -- you see higher rates of incarceration, juvenile delinquency that cost the state money."

Sorry, but I still don't see what divorce and unwed motherhood have to do with gay marriage. It's mostly straight people who are doing the divorcing and unwed mothering.

"All of that … started long before anyone brought up gay marriage," Harsanyi said.

"The state should support what is true and good and beautiful," Brown countered. "And it's true and good and beautiful that marriage is the union of a man and a woman. Men and women are unique and special."

I still don't get his argument.

And I definitely don't want the state to decide what is good and beautiful.

Who Are the Real Religious Bigots?

As the 2012 presidential race gears up, leftist Christophobes are showing some signs of hysteria -- or political opportunism; it's sometimes difficult to tell.

The New York Times' executive editor, Bill Keller, in a piece in The New York Times Magazine, argues that presidential candidates should be asked tough questions about their faith. Keller wants to know whether a candidate will place "fealty to the Bible, the Book of Mormon ... or some other authority higher than the Constitution and laws of this country" and "whether a president respects serious science and verifiable history." He wants to make sure "religious doctrine" does not become "an excuse to exclude my fellow citizens from the rights and protections our country promises." His colleague, New York Times columnist Paul Krugman, followed up with a hit piece on "Republicans Against Science."

Keller is insatiably curious about whether Rick Perry subscribes to beliefs of certain pastors who endorse him and about Michele Bachmann's "mentors who preach the literal 'inerrancy' of the Bible, who warn Christians to be suspicious of ideas that come from non-Christians, who believe homosexuality is an 'abomination,' who portray the pre-Civil War South as a pretty nice place for slaves and who advocate 'Dominionism,' the view that Christians and only Christians should preside over earthly institutions."

It doesn't bother me if the media vet presidential candidates on their religious beliefs and associations, provided equal scrutiny is applied to all of them, including closet secularists. One's worldview invariably informs his political views, and information about those worldviews can't hurt.

But Keller's concern isn't with the religious beliefs of all candidates, only Christians, and not all Christians, just those who take the Bible seriously. He doesn't seem to have any problem with the religious beliefs of non-Christians or about charlatans who opportunistically pass themselves off as Christians. Wouldn't an objective reporter have as much interest in someone fraudulently proclaiming a certain faith as he does in one who sincerely professes a faith he finds repugnant?

Did President Obama, for example, subscribe to the noxious political and religious beliefs of his pastor Jeremiah Wright? If not, why did he attend church there for 20 years and have his children baptized in that church? If so, shouldn't Keller's leftist ilk have followed up on why Obama agrees with Wright? Is it merely accidental that Keller's candidate-faith anxiety is centered on conservative Christian candidates Bachmann and Perry?

Kellerian leftists shudder at the prospect of "irrational" and "reality-challenged" conservative Christians who question leftist dogma on global warming and evolution and who, they ludicrously believe, would turn America into a Christian theocracy. They want them nowhere near the seats of governmental power.

But what's irrational is their fear that Christians are enemies of religious liberty and advocates of theocracy. Never mind the strong Christian influence on America's founding. Never mind that most of America's presidents have been professing Christians. Liberty has no greater ally than believing Christians of all stripes.

If reality is their concern, why don't these leftists, instead of focusing on fantastic fears that a certain type of Christian president might shut down religious liberty, turn their attention to a president who is shutting down the economy? That's reality. Why don't they inquire into the realism of Barack Obama and his team of economic advisers, what's left of them, stubbornly clinging to an economic agenda that is manifestly destroying our economy and bankrupting our nation? Why don't they question the stability and rationality of a president who won't take responsibility for his policies, continues to scapegoat his predecessor and is preparing yet another speech, even as we speak, to promote the very same reckless spending policies that have driven this nation into a financial ditch?

I doubt that Keller is much interested in the answers to the questions he demands be raised of Perry and Bachmann. He thinks he already knows the answers but wants to incite fear in us about them. He seems more interested in smearing certain candidates with the slanderous innuendo of his questions, such as the preposterous ones designed to suggest that certain candidates are theocrats who believe Southern slavery was a good thing.

The reality is that throughout our history, the halls of American government have teemed with Bible-believing Christians, and they've never pushed for theocracy. Ironically, it is leftists who are far likelier to use the power of government to selectively suppress political and religious liberties. They are the ones behind the Fairness Doctrine, network neutrality rules, campus speech codes and preventing certain ideas from being presented, alongside all others, in public classrooms.

Once again, our leftist friends are projecting. They are the ones showing their religious bigotry and proselytizing us to adopt their secularist worldview.

A singular Solution to Many Problems

Loyal readers know that I have been calling attention to a range of Second Amendment issues in the past week. In last week's column here, I wrote about the scandals and illegitimate regulations emanating from the Bureau of Alcohol, Tobacco, Firearms and Explosives. In another outlet, I documented the threat to our rights that is posed by the United Nations' proposed arms trade treaty.

In response, I have heard from many readers who are understandably outraged. They want our federal law enforcement agencies to respect the law, not break it. They want our negotiators at the U.N. to protect our unique constitutional rights, not surrender them to some Utopian vision of global harmony. With apologies to the late Bill Buckley, my readers feel powerless to climb athwart the federal leviathan and yell "stop."

Those two issues are just the tip of the iceberg. Two landmark Second Amendment cases recently were decided by the U.S. Supreme Court. The first established that the Second Amendment indeed does provide an individual right to keep and bear arms and a restraint against the federal government. The second case applied that finding to state and local governments, as well. Both cases invalidated Draconian handgun bans. Both were decided by the razor-thin majority of 5-4. But neither case established a precise boundary of regulation that the court might find acceptable.

Now lawsuits have been filed across the country seeking to invalidate long-standing state and local restrictions. The National Rifle Association is coordinating a nationwide legal strategy to fulfill the promise of the recent Supreme Court decisions. These cases are bubbling up in different federal circuits, testing different limitations. Some of the cases are filed by choice; some are by necessity. They are all expensive, and they are all important. The court inevitably will accept one or more of these cases once a split between circuits becomes established. That much is virtually certain.

But it's unknown what that court will look like. Will it be the same 5-4 majority that finally has recognized our fundamental Second Amendment rights, or will it be a new majority, perhaps 5-4 the other way, seeking to not only uphold state and local gun restrictions but also effectively reverse the two recent decisions with death by a thousand cuts?

That question will be answered by President Barack Obama, with the advice and consent of the Senate. We are one heartbeat away from giving that decision to this president. We are one election away from virtually guaranteeing that the next president will answer that question, whoever that may be. And we are one election away from making sure that there are enough pro-gun senators to give him the right advice, if not consent.

So, what do we do? As I tell my readers, we all have the power to remedy these issues and more through a singular action. But we do not hold it as individuals; it only will work if we use it collectively. That simple action is to register to vote and then cast an informed ballot.

Too many gun owners and hunters aren't registered to vote. I know you're out there, and I've heard all the excuses. That's all they are, and they're not worth the paper to print them. We stand one short year away from the high campaign season in which voters will select our next president, 33 senators and all 435 members of the House. The Senate could change leadership with a swing of just four seats. And this could be another presidential election decided by a scant few hundred votes in a single key state. I've identified nine key states that will be important in both the presidential and senatorial elections. As honorary chairman of the NRA's "Trigger The Vote" voter registration campaign, I will be doing everything in my power to identify, locate and register gun owners and hunters in these states. No, I won't tell you which states they are, because I don't want you to think your state isn't important. It is; they all are. And every election matters, for all the reasons laid out above.

An Unusual Economy?

Many in the media are saying how unusual it is for our economy to be so sluggish for so long, after we have officially emerged from a recession. In a sense, they are right. But, in another sense, they are profoundly wrong.

The American economy usually rebounds a lot faster than it is doing today. After a recession passes, consumers usually increase their spending. And when businesses see demand picking up, they usually start hiring workers to produce the additional output required to meet that demand.

Some very sharp downturns in the American economy, such as in the early 1920s, were followed quickly by bouncing back to normal levels or beyond. The government did nothing -- and it worked.

In that sense, this is an unusual recovery in how long it is taking and in how slowly the economy is growing -- while the government is doing virtually everything imaginable.

Government intervention may look good to the media but its actual track record -- both today and in the 1930s -- is far worse than the track record of letting the economy recover on its own.

Americans today are alarmed that unemployment has stayed around 9 percent for so long. But such unemployment rates have been common for years in Western European welfare states that have followed policies similar to policies being followed currently by the Obama administration.

Those European welfare states have not only used the taxpayers' money to hand out "free" benefits to particular groups, they have mandated that employers do the same. Faced with higher labor costs, employers have hired less labor.

The vast uncertainties created by ObamaCare create a special problem. If employers knew that ObamaCare would add $1,000 to their costs of hiring an employee, then they could simply reduce the salaries they offer by $1,000 and start hiring.

But, since it will take years to create all the regulations required to carry out ObamaCare, employers today don't know whether the ObamaCare costs that will hit them down the road will be $500 per employee or $5,000 per employee. Even businesses that have record amounts of cash on hand are reluctant to gamble it by expanding their hiring under these conditions.

Many businesses work their existing employees overtime or hire temporary workers, rather than get stuck with unknown and unknowable costs for expanding their permanent work force.

As unusual as 9 percent unemployment rates may seem to the current generation of Americans, unemployment rates stayed in double digits for months and years on end during the 1930s. Franklin D. Roosevelt's administration followed policies very similar to those of the Obama administration today. He also got away with it politically by blaming his predecessor.

The media covering the president's vacation in Martha's Vineyard are being discouraged from photographing President Obama playing golf. There is no access. Apparently, the White House is nervous that in tough economic times, whacking a small white ball could be construed as insensitive.

How insane is that?

Presidents are entitled to goof off once in a while, as Warren Harding and Teddy Roosevelt both understood. Harding was a card sharp, and Teddy ran around shooting animals. Almost every president took advantage of recreational opportunities, with the possible exception of Franklin Pierce, who did little but brood.

As you may know, George W. Bush was vilified for spending time at his Texas ranch when the Iraq war was going south. Even though W. entertained guys like Putin (no holiday is complete without him), liberals kept a close count of how many days Bush was cutting brush in 100-degree heat and riding around on his dirt bike.

Today, some right-wingers are criticizing Obama for his island jaunt during a bad economy. But, come on, isn't the president entitled to spend a few days with his family at the end of August? Is the country going to be downgraded again because he eats a little taffy?

All American presidents are under enormous strain. John Quincy Adams blew off steam by swimming naked in the Potomac River. Harry Truman got a massage most mornings before he began stopping the buck. Dwight Eisenhower spent almost as much time on the golf course as Sam Snead.

The truth is that creative people need downtime in order to operate at their best. Bad decisions are often made when a person becomes exhausted. All day, every day, presidents are under siege to deal with one problem after another. Everybody wants something. The job never stops.

Thus, I have no problem with vacationing presidents. I want them to have fun, but also to set a good example while doing it. I'd like to see these guys move around a bit. The Vineyard is a great place, but there are tons of good vacation spots that could use the promotional boost a presidential visit would give them. What about the Outer Banks of North Carolina? The boundary lakes of Minnesota? The Tetons and the Cascades? All great American places, and there are thousands of others.

On paper, being president looks like a blast. You are the most powerful person in the world and fly on private jets all the time. You live in a great historical house and have a weekend place in Maryland. You have a great chef and unlimited entertainment options.

But the dark side is that you can never really relax. Everything you say and do is scrutinized, and there are always folks ready to betray you for book or interview money. Every second of your life is scheduled, and the days are very, very long.

So enjoy yourself on the Vineyard, Mr. President. Just don't get used to it.

WASHINGTON -- For most of the year, irrational behavior is a natural state in our nation's capital. This is a place where potentates and politicians, lobbyists and legislators and the elite and the lowly routinely say and do completely irrational things.

We also have come to expect that irrational behavior takes a brief hiatus when Congress goes home on recess and the president of the United States heads out of town on vacation. This year is the exception that proves the rule. POTUS may be playing golf on Martha's Vineyard and Congress may be out of town, but this week, irrational behavior disorder -- "IBD" for short -- went viral, here and around the globe.

The Obama family started the IBD epidemic by setting off on their "working vacation" with two separate U.S. Air Force flights from Washington to the Massachusetts coast, requiring hundreds of military personnel, Secret Service agents and support staff to cancel or abbreviate leave. No one has figured out yet how much this little caper has cost the taxpayers.

On Aug. 20, just as the first family was getting into the swing of things on their little island paradise, Libyan rebels launched their own version of a "Thunder Run" into Tripoli. The Transitional National Council promptly caught a case of IBD and announced it had "liberated Libya from the dictator" Moammar Gadhafi. In Benghazi, the TNC's "chairman," former Gadhafi "justice minister" Mustafa Abdul-Jalil, told the international media that the rebels had "captured three of Gadhafi's sons" and "surrounded Gadhafi's Bab al-Aziziya palace" in Tripoli and that "escape is impossible." We also were told, "All of the country will be in the hands of the TNC very shortly." Turns out it was another case of IBD.

The rebel advance -- and the anticipated demise of the murderous Moammar -- was briefly celebrated with exuberance in our household. Back in 1987, Gadhafi sent his goons to kill us. Thanks to the FBI and special agents of the Naval Criminal Investigative Service, his thugs missed their prey. We certainly aren't going to miss him.

As it turns out, our dose of IBD was short-lived compared with the case caught by the White House spin doctors on Martha's Vineyard. They wanted the American people to focus on the "improving economy." On Sunday morning, CBS ran a prerecorded interview with President Obama, in which he acknowledged "an unemployment rate that is still too high" and then baldly claimed that the administration has "actually made the right decisions" and that he expects "to be judged a year from now on whether or not things have continued to get better."

It's the "continued to get better" part that confirms a diagnosis of severe IBD, compounded by rhetorical euphoria syndrome, or RES. When Obama was sworn in as our 44th president, the unemployment rate was about 7.5 percent. It's now 9.1 percent. Millions of Americans have lost their homes and are out of work. Some experts say the housing market has yet to hit bottom. American manufacturing productivity continues to drop. U.S. financial and commodity markets are on a roller coaster, and our government's credit rating has been downgraded.

That's not exactly what a re-election campaign strategist wants us to be thinking about. On Monday, after British Prime Minister David Cameron announced he was "cutting short" his holiday "to address the crisis in Libya," the O-Team trotted POTUS off the golf course so he could tell us that "the future of Libya is now in the hands of the Libyan people." Obama did not mention his March 22 pledge that the military operations he had authorized would be over in "a matter of days and not weeks."

It turns out that all of this was more IBD and untreated RES. By Wednesday, when Libyan rebels succeeded in their sanguinary fight to capture Gadhafi's compound in the heart of Tripoli, the despot had disappeared. His palace was looted, but the megalomaniac who ruled Libya and terrorized the world for seven days short of 42 years had fled.

With Gadhafi still in hiding, U.S. officers say depots full of Libyan weapons -- including man-portable surface-to-air missiles -- may already be in the hands of radical Islamic terrorists. Stockpiles of nuclear materials and precursor chemicals for making nerve agents and mustard gas have yet to be recovered by French and British special operations personnel. And Pentagon planners are looking at options in case Libya descends into anarchy. One officer describes such a scenario as "Somalia on steroids."

Obama supporters now claim his policy of "leading from behind" has been vindicated by the demise of the Gadhafi dictatorship. Though the regime finally has collapsed, only those diagnosed with irrational behavior disorder believe that the people of Libya will realize the president's promise of "a peaceful transition to democracy" any time soon.

With approximately 135 different tribes within its borders, the hard lifting in Libya now begins. It is incumbent upon the United States to take a lead role in this vital area. No more of the Obama policy of leading from the rear -- the U.S. must lead, and must lead from the front.

The Libyan people have not breathed freedom since the tyrant Gadhafi took control of their government way back in 1969. It may not be easy for Libyans to learn how to be free after all that time, but we can and must help them.

There are factions in Libya that support terrorism, and we cannot allow them to gain control of a nation with $85 million a day coming from oil sales and with upwards of $150 billion in assets now frozen by international action. We also cannot allow known weapons supplies and raw nuclear material to get into the hands of the enemies of freedom now vying for power.

That lead role will be critical. With Gadhafi's 42-year-long dictatorship all but over, Libya's new leaders face what Peter Apps of Reuters called "the daunting task of restoring order, beginning reconstruction and avoiding collapse into conflict and chaos."

Libya's now-frozen assets need to be made available to the new government. Providing access to frozen funds and restoring oil exportation should enable the government to build a stable authority and support the change to a market economy.

"What you almost always find in these cases is that postwar planning hasn't kept pace with the planning for the conflict itself," according to David Hartwell, a Middle East analyst at IHS Janes, as reported by Reuters. He adds, "There's going to be a lot to do"

Gadhafi's corrupt dictatorship spent more than 40 years imposing a socialist framework to put most of the economy into the fumbling hands of the government; perhaps 70 percent of all Libyans are dependent on government employment of some sort. New leaders will inherit an infrastructure damaged by corruption, neglect and war. It might take years to restore oil production and rebuild the economy.

Mohsin Khan, a senior fellow at the Peterson Institute for International Economics, told msnbc.com, "It's going to be a tough economic situation. The new Libyan government will have a choice to make -- which way it wants to go. That's critical in determining how it rebounds."

This is reminiscent of the choices faced by governments in Eastern Europe after the fall of the Soviet Union.

In the face of all this chaos, America's leadership plays golf in Martha's Vineyard, seemingly oblivious to the perils involved in the political chaos of the Middle East.

In the meantime, the need to unfreeze Libyan assets so that funds can quickly flow back into Libya was addressed by Catherine Ashton, the European Union foreign affairs chief who insists that frozen funds flow freely back into Libyan coffers.

"This is about making sure that people are paid, civil servants police officers, whoever, also making sure that there are supplies in the shops and so on, helping to make the economy function," Ashton said in a speech Tuesday.

She didn't add that it's hard to do all that on the ninth hole of a golf course in Martha's Vineyard.

President Obama often tells us that his No. 1 focus is creating jobs, but his record makes you wonder what he might have done differently if his goal were to destroy jobs.

Those who've examined Congressional Budget Office data have calculated that each job allegedly created by Obama's stimulus -- and this is if you accept the fantastically generous guesstimates -- cost between $225,000 and $600,000. But that's not the only way in which the administration has shown its virtual contempt for efficient job creation and its callousness concerning job destruction.

In the name of compassion, Obama advocates seemingly endless extensions of unemployment benefits because his economic theology holds that by paying people not to work, you will create jobs. It not only fails to factor in the obvious deterrent that extended benefits have on their recipients but also falsely assumes that transferring money from one pocket to the next generates more spending -- by some mythical multiple factor, no less. Back on planet Earth, studies reveal that extending unemployment benefits results in more unemployment.

But don't worry; Obama is on it. He's spent hours on the golf course meditating on job creation. In September, he is going to announce his jobs "reset" plan in some self-ballyhooed oration. But reports of such rumination and administration powwows on jobs are as phony as Obama's insistence that he doesn't intend Obamacare to lead to a single-payer system.

In fact, Obama doesn't meditate, cogitate, contemplate or deliberate about job creation, because he thinks he's already got it figured out. The only thing he's doing is strategizing how best to convince the people, against all their reason and instincts, that his failed policies will work if he keeps trying.

Meanwhile, he continues to wreak havoc on the market with his onerous tax, regulatory and administrative policies. We know better than to fall for his promise to cut $10 billion through regulatory relaxation. House Majority Leader Eric Cantor said the proposal was "underwhelming," and the U.S. Chamber of Commerce said the changes "will not have a material impact on the economy." Just more smoke and mirrors.

Obama dismissed out of hand a farmer at a town hall meeting who said he was worried about "noise pollution, dust pollution and water runoff." But the Environmental Protection Agency is actually considering more stringent requirements on controlling dust, which has prompted 21 senators to sign a letter of objection to EPA Administrator Lisa Jackson. The senators say the proposed standard would be "the most stringent and unparalleled regulation of dust in our nation's history" and "extremely burdensome for farmers and livestock producers to attain." Obama's callousness notwithstanding, the farmer's concerns about water runoff are also well-grounded, as the EPA is working on new rules to tighten requirements for farms.

To get an accurate feel for Obama's attitude toward regulation, we should understand that in stark contrast to the private sector under Obama's watch, federal regulatory agency employment, as noted by columnist Ramesh Ponnuru, "has surged 13 percent." These agencies' "budgets are up 16 percent."

Consider also the EPA's new "Transport Rule," which could destroy thousands of jobs, and its ozone regulation, which Cantor suggests could cost "upward of $1 trillion and millions of jobs in the construction industry over the next decade." Other administration gems include its "new maximum achievable control technology standards for cement," which may send thousands of jobs offshore, and the National Labor Relations Board's unconscionable action in preventing Boeing from opening a plant in South Carolina.

Big Brother is also working its paternalistic magic through the Interagency Working Group on Food Marketed to Children, whose food guidelines are billed as a voluntary program to combat childhood obesity. By cloaking the regulations in the voluntary costume, government officials will be able to bypass the standard regulatory process. The government doubtlessly won't tell us about a study showing that these new "voluntary," innocuous regulations could destroy 74,000 jobs and cost $28.3 billion in the first year alone.

When evaluating the administration's record on jobs, we mustn't overlook the inevitably devastating impact Obamacare will have on jobs and businesses, as Andy Puzder, CEO of CKE Restaurants, testified to Congress last month. Puzder said his company is a "job creation machine" but fears Obamacare will be the wrench that grinds it to a halt.

As if this weren't enough -- and there's so much more -- the Obama-enamored New York Times has pronounced Obama's promise to create 5 million green jobs over 10 years a "pipe dream."

Capping it all off, the Congressional Budget Office has now lowered its projected 2011 economic growth rate from 3.1 percent to 2.3 percent, which is far below the pace needed to reduce unemployment. It projects unemployment to remain above 8 percent until 2014.

On the bright side, the CBO is not factoring in the 2012 elections.

Joey Vento: An Assimilation Warrior

Blunt. Brash. Bold. Politically incorrect. Unapologetically patriotic. Philadelphia cheese-steak king Joey Vento was all that and a side of freedom fries. The 71-year-old owner of Geno's Steaks died of a heart attack this week, but he reignited a national debate over radical multiculturalism that will burn for years to come.

Five years ago, Vento garnered national headlines when a local newspaper profiled his outspoken views on customers who couldn't speak English. He hung a sign in his order window that read: "This is America. When ordering, speak English." Though he never turned anyone away, the grandson of Italian immigrants informed hungry patrons that he reserved the "right to refuse service" to those he couldn't understand.

No menus in 10 different languages. No dumbed-down pictographs for the idiocracy. The choice at Geno's is simple: Sink or swim. Learn English or eat somewhere else. "If you can't tell me what you want, I can't serve you," Vento told the Philadelphia Inquirer. "It's up to you. If you can't read, if you can't say the word 'cheese,' how can I communicate with you -- and why should I have to bend? I got a business to run."

Vento's refusal to coddle triggered a tsunami of complaints from self-appointed civil rights leaders. The ululations of the aggrieved resounded from sea to whining sea.

For exercising his constitutionally protected free speech, both the Philadelphia City Council and Philadelphia Human Relations Commission launched political inquisitions against Vento. Yes, it really happened in the home of Independence Hall. Members of the government bodies demanded that Vento remove his bald eagle-adorned sign and threatened to revoke his business license. After 21 months of investigation, a marathon seven-hour hearing and hysterical testimony likening his innocuous 4-inch-by-9-inch sign to "Jim Crow laws," he was cleared of discrimination charges.

Plainspoken as ever, Vento understood full well why the multi-culti mob wanted to gag him: "I say what everybody's thinking but is afraid to say."

As a fellow Philly-born loudmouth, I cheered Vento on for years during his battles with the anti-assimilationists. He weathered the same old slings, arrows and accusations of being a "racist," "xenophobe," "nativist" and immigrant-basher -- despite the fact that generations of assimilated immigrants and naturalized Americans agree with him. The vast majority of Americans support English as the official language of the United States. Latino parents in California revolted against "bilingual education" mandates that stuck their kids in Spanish-only classes.

Generations of successful immigrant families in America know English is the language of success, not the language of oppression. Yet, politicians in both parties have pandered ceaselessly to the language-Balkanizers.

The Clinton administration gave us Executive Order 13166, effectively requiring all government agencies to provide translations into any language on demand. Rather than rescind the order, the Bush administration went after localities and forced them to provide foreign language materials. In 2004, the Bush administration ordered Harris County, Texas, to provide all voter registration and election information and supplies, including the voting machine ballot, in Vietnamese, as well as English and Spanish.

Under the Obama administration, the Department of Justice threatened to cut off federal funding to the state of Oklahoma over a state constitutional amendment proposal to designate English as its official language. The Obama DOJ also has ordered my home state of Colorado to protect the interests of "language minority populations" by funding free translators for any foreigners -- legal or illegal -- who sue in civil cases here. In the same vein, the Philadelphia Human Rights Commission that tried to silence Vento distributes pamphlets asking "Are you a victim of discrimination?" in seven languages.

"Progressive" politicians pandering for votes treat non-English speakers as hopeless victims of white hegemony, instead of beneficiaries of the American dream. By contrast, small-business man Joey Vento promoted a common culture, a common tongue and common sense. We need more assimilation warriors like him to challenge the infantilizing Babel Lobby.
